Rewiring the semiconductor trade for a new era of technology statecraft
Introduction
In this paper, Minerva Technology Futures explores the potential structure and political
viability of a semiconductor sectoral arrangement. To present a viable alternative to blanket
tariffs, a sectoral arrangement would need to safeguard US economic and national security
interests, while accelerating the Trump administration’s priorities of promoting more resilient
US manufacturing and the construction of large-scale AI datacenters needed to compete with
China in artificial intelligence.
